Article 309 of the Constitution of India authorises creation of a civil service in every State of the Union of India. Government have to find an answer to all these demands by striking a reasonable balance between the demands of its employees and the scarce resources. The objective of every Pay Commission is to find a solution to this vexatious issue. In this process, the Commission has to act as a neutral person between the employer and the employee and has to make recommendations to modify pay and allowances of employees in a dispassionate manner without upsetting the balance between a contended civil service and development needs of the State.
It is evident from the history of Pay Revision Commissions both in Central and State Governments that the role of Commissions is not limited to that of recommending changes in pay and allowances alone. The Government look up on the Commissions as an advisory body to suggest timely changes for improving accountability and quality of civil service also. The Commission has to fulfill this responsibility much to the aspiration of the three stake holders of the civil services-civil servants, public and the Government. This is the idea behind Constitution of the present Pay Revision Commission as was the case of previous Commissions.
