Notice to the heads of grant-in-aid institutions:
The last date for submission of details by heads of grant-in-aid institutions has been extended to 15-07-2020. | Posted on: 01-07-2020. |

Government vide G.O.(Ms)No.40/2020/Fin dated 17/03/2020 have entrusted the XI Pay Revision Commission to examine and make recommendations on revision of pay & allowances of employees of various grant-in-aid institutions. All the heads of grant-in-aid institutions receiving grant-in-aid for payment of salary and having their own regular employees (other than employees on deputation/contract pay/daily wages) whose pay revisions orders were previously issued by the Administrative Dept concerned in Government, are requested to submit preliminary information to the Commission in the proforma (Download proforma : GIAI-Proforma.doc | GIAI-Proforma.pdf) with scanned copies of attachments by email (office.prc@kerala.gov.in) on or before 30/06/2020. Printouts of the proforma and attachments may be sent to the Commission by post also. | Posted on: 09-06-2020. |



The last date for submission of representations, response to questionnaire and the filled up proforma (to be furnished by the Heads of Departments) to the Commission has been extended to 10.06.2020. | Download Proforma.

The History of Pay Revision Commission

OBJECTIVES

Article 309 of the Constitution of India authorises creation of a civil service in every State of the Union of India. The civil service of a State plays a crucial role in achieving the overall development of its people. The conditions of recruitment and service of the members of the civil service from top to bottom are common but distinct in several respects. They raise demands for better conditions of service which would definitely involve more financial benefits in the form of:

Government have to find an answer to all these demands by striking a reasonable balance between the demands of its employees and the scarce resources. The objective of every Pay Commission is to find a solution to this vexatious issue. In this process, the Commission has to act as a neutral person between the employer and the employee and has to make recommendations to modify pay and allowances of employees in a dispassionate manner without upsetting the balance between a contended civil service and development needs of the State.

It is evident from the history of Pay Revision Commissions both in Central and State Governments that the role of Commissions is not limited to that of recommending changes in pay and allowances alone. The Government look up on the Commissions as an advisory body to suggest timely changes for improving accountability and quality of civil service also. The Commission has to fulfill this responsibility much to the aspiration of the three stake holders of the civil services-civil servants, public and the Government. This is the idea behind Constitution of the present Pay Revision Commission as was the case of previous Commissions.
